Topic 5:Should government relief recipients be kept from owning “luxuries”? Questions for Reference: 1. What kind of products will you define as “luxuries”? 2. Should people who receive subsistence allowance from the government be allowed to own luxuries? Why or why not? 3. What do you suggest will be the more “humane” restrictions on those who apply for subsistence allowance?

My name is... My registration number is... My topic is: Should government relief recipients be kept from owning “luxuries”?
My name is my registration number is my topic is: Should government relief recipients be kept from owning “luxuries”?
I have known from newspapers that one local government has declared that government relief recipients are not allowed to buy “luxuries” such as cell phones and computers. Once violated, the subsistence allowance will be halted. It has caused withdrawn debate among the Public. The supporters say that limited financial resources should be used where they are most needed and those who can afford top-grade commodities have no right to the subsistence allowance. Nevertheless, the opponents insist that purchasing something they think necessary is personal freedom and should not be interfered. As far as I am concerned, government relief recipients shouldn’t be kept from owning such “luxuries”. My reasons are as follows:
Firstly, I agree that it is personal freedom [or people to decide what to buy, even for the poor. How recipients use the money is their own business in which the government has no right to interfere despite its role as the provider of the relief.
Secondly, cell phones and computers are currently becoming the daily necessities for the majority of the average people, including the poor. They can help o improve people’s living standards and shake off poverty.
Thirdly, we are now living in a modern age. Information technology is developing fast with each passing day. We all need to try our best to keep up with the time.
Finally, I hope that the government will take more active measures to implement the policy of urban subsistence allowance and effectively help those from low-income families.

As for the writer, what can be concluded from the talk?
    A

He believes driving on a road as dull as a motorway leads to drivers’ sleepiness.

    B

He thinks it a pity that the issue of sleepiness has not been properly reported.

    C

He agrees with the government bodies that reliable statistics cannot be obtained.

    D

He shares with the police that sleepiness has caused 20% of motorway accidents.

根据录音中提到的“Driving on a road as dull as motorway makes worse sleepiness in a driver who is already sleepy”(在沉闷的高速公路上开车使已经昏昏欲睡的司机感到更加的困倦),可知在说话者看来在沉闷的高速公路上开车是导致司机困倦的重要原因。
Sleep laboratories around the world are finding that an alarming number of drivers on motorways may be falling asleep at the wheel. Although researchers have difficulty in knowing for certain whether an accident has been caused by sleepiness, it appears that a driver who is on the road between 4 a. m. and 6 a. m. is about 10 times as likely to have a sleep-related accident as someone who is driving in the middle of the morning or early in the evening. Some British police forces have become sufficiently concerned to launch campaigns to alert the public to the danger. Major motor manufacturers such as Ford and Renault are investigating ways of incorporating sleepiness detectors and alarms into their vehicles.
However, British government bodies responsible for road safety have not initiated any studies into the problem of sleepy drivers on motorways. The Department of Transport claims that it is “aware of the problems”, but does not regard it as a high-priority issue and is not planning to support any relevant research apart from a general study on “driver behaviour”.
Unfortunately, the issue is clouded by the fact that many motorways accidents that might be caused by sleepiness are categorized under other headings, such as “inattention”, “failed to look or see other vehicle” and “misjudged speed/distance”. Figures collected in the 1970s by the Transport and Road Research Laboratory list the cause of 20 percent of all road accidents as “perceptual errors”. “Fatigue” was specified in only 2 percent of cases. However, few investigators inquire further to discover just why a driver was not attending, failed to look or made errors in perception. For various reasons, including the fear of prosecution and possible difficulties with insurance claims, drivers are reluctant to admit to falling asleep, but are more willing to admit to “inattention”. When these rather vague responses are examined thoroughly, sleepiness often emerges as the true culprit.
Driving on a road as dull as on a motorway makes worse sleepiness in a driver who is already sleepy. But how can we tell if an accident on a motorway has been caused by sleepiness? There are some strong pointers. If an accident involves only one vehicle, which runs off the road into the central crash barrier, a tree or a bridge, then sleepiness is likely to be the cause, especially if there are no skid marks or other signs of braking. A driver who is alert to impending crash grips the steering wheel and suffers different injuries from someone who is asleep and holding the steering wheel loosely. This pattern of injury, combined with an absence of skid marks on the road, also suggests that the driver was asleep in accidents where one vehicle runs into the back of another, especially if it occurs where traffic is light and vehicles are consequently well-spaced on the road.

    Immigration and Problems

Hundreds of thousands of people supporting immigration rights in the US filled the streets all over America
in early 2006.Many held signs and American flags and asked to be treated as citizens一not criminals. Many
of these people supported legislation from Senator John McCain that would open a path to citizenship to immi-
grants who were already in the country illegally.Proposed legislation from other politicians called for stricter
measures一including rounding up undocumented immigrants and sending them back to their home
    countries.
Canadian officials say that immigration applications continue to rise. Some want to keep the doors open.
They need the labor. About 400,000 immigrants were allowed into the country in 2005,according to the
Canadian Government statistics. However, all this growth means that cities need to adapt.New-corners don't
always make a smooth transition into jobs at which they are skilled. So industries are using mentoring(辅导)
programs to help new immigrants find proper jobs.
With the large numbers of undocumented African immigrants arriving in the Canary Islands and showing
no sign of abating(减少), the Spanish Government has decided to get tough. There will be no more mass
amnesties(特赦)for illegals, and anyone coming to Spain without permission will be sent back, the govern-
ment has announced. About 23 ,000 migrants(移民)landed on the islands in 2006 , and riots have enipted ir
some crowded reception centers. This has promoted local authorities to appeal to the United Nations for help.
France's new immigration and integration law gives the government new powers to encourage high-skillec
migration. It took effect in 2007.The new law authorizes the government to identify particular profession,
where France has a talent shortage. Then the government will help these identified employers find immigran
workers with needed skills or qualifications. The selected foreign employees will be granted"skills and talents'
visas, valid for three years. But some people show the concern that. it'll cause brain drain in developing countries.

To solve the immigration problem, the Spanish Government has decided__________.
A:to take tough measures against illegal immigration
B:to let immigrants freely enter the country

Although the American economy has transformed itself over the years, certain issues have persisted since the early days of the republic. One is the continuing debate over the proper role for government in what is basically a marketplace economy. An economy based on free enterprise is generally characterized by private ownership and initiative, with a relative absence of government involvement. However, government intervention has been found necessary from time to time to ensure that economic opportunities are fair and accessible to the people, to prevent flagrant abuses, to dampen inflation and to stimulate growth.Ever since colonial times, the government has been involved, to some extent, in economic decision-making. The federal government, for example, has made huge investments in infrastructure, and it has provided social welfare programs that the private sector was unable or unwilling to provide. In a myriad of ways and over many decades, the government has supported and promoted the development of agriculture.
